Judith "Judy" Ann Forbes, age 85 of Cartersville, GA, passed away on August 17, 2025.

Judith Ann Tostrud was born on May 1, 1940, to J. Orville and Ethel (Retrum) Tostrud in River Falls, WI .

Judy graduated from River Falls High School in 1958. On May 25, 1963, she married Terry B. Forbes at the Ezekiel Lutheran Church, in River Falls, WI. Over the years, they were blessed with two girls, Kelly and Karen, and they ended up raising their family in various cities in Georgia. Judy was fortunate to be a stay-at-home Mom with the girls, while Terry was a career Marine for 30 years and was gone often traveling the world. As the girls grew older, Judy drove school bus for several years and enjoyed the many relationships she formed with the kids.

Judy and her daughter, Kelly, created a fun-loving clown named Jubilee. They designed Jubilee's costume, personalized her oversized shoes, and decorated her suitcase. Once Judy put on Jubilee's pretty outfit, her clown makeup and jeweled eyelashes, she came to life as Jubilee the Clown.  Jubilee enjoyed face painting, doing magic tricks, storytelling and entertaining children and/or adults of any age. With Terry as her personal chauffeur, Jubilee attended several clown conventions, birthday parties and grand openings. Jubilee even did guest performances at her great nephew's and great niece's classrooms when she and Terry visited back home in River Falls and Hudson Wisconsin.

Judy's hobbies included birdwatching, gardening, cake decorating, hiking, photography and knitting/crocheting. Judy and Terry treasured their visits with family and friends.

Judy is preceded in death by her parents J. Orville (1960) and Ethel Tostrud (1978); husband Terry (April 2025) of 62 years; daughter Karen (19 years old, killed by a drunk driver in 1987); daughter Kelly (Fletcher) Warren (55 years old, died of cancer in 2019); sister G.Yvonne Meents (Aug. 2017);  brother James O. Tostrud (June 2019); niece Jacqueline (Larson) Renner (died of cancer in April 2015); and nephew Mark Meents (17 years old, truck accident in 1979).

She is survived by her brother-in-law Bruce Meents; niece Nancy C. Johnson (Kevin, Nicole, Kyle and Colin); Janet Poling (Mark - Connor, Riley, Parker and Peyton); sister-in-law Zoe Gilbertson; sister-in-law Sharon (Craig) Larson; brother-in-law Mike (Karen - Lisa Nelson) Forbes; niece Zoe Ann Gilkison; nephew Gary Larson; sister Loueta Tostrud and many cousins, nieces, nephews, and close friends both in Georgia and in Wisconsin.

A Celebration of Life Service will be held on Monday, August 25, 2025, at 2:00 p.m. at Beacon on the Hill Church in Emerson Georgia.

Interment will be held at a later date at Fort Snelling National Cemetery in Minneapolis, Minnesota.
